Do you think it should be a crime to use Photoshop or similar software unless the photo is clearly indicated?

clearly identified some universally recognized symbol in capital letters, which has been manipulated? For example, if you see a picture of a world or a storm or a person who has been manipulated, should have a big ugly red X (or some other symbol agreed) through at least 15% the area of photography? And if you publish an edited photo taken without the X in any magazine, newspaper, Newswire, TV, Video, YouTube or even, you are guilty of a crime?
